Financial services, residential real estate, bare land, and local passenger transport — we break down the conditions for each exemption.
Get a consultationFor business in the UAE, understanding the VAT system is an important factor in financial stability. Federal law clearly defines not only taxable transactions but also significant exemptions, and knowing which categories are VAT-exempt helps optimize costs, avoid reporting mistakes, and build a sound financial strategy. Let's break down the main areas that aren't subject to VAT in the Emirates.
Most services related to the circulation of funds, extending loans, and managing financial instruments are tax-exempt — including lending and extending loans, transactions in currency, securities, and debt instruments, opening and maintaining accounts, and issuing, holding, or transferring payment cards.
The residential sector in the UAE enjoys significant tax relief. Long-term leases (generally 6 months or more) of residential premises — apartments and villas for living in — are VAT-exempt. The first sale of a residential building or unit after construction or a major renovation is usually zero-rated (0%), while subsequent resales on the secondary market are generally exempt.
Commercial real estate — offices, shops, warehouses — is leased and sold subject to the standard VAT rate. This distinction is important to keep in mind when structuring real estate investments.
Selling or leasing "bare" land — plots without buildings, structures, or utility infrastructure — isn't subject to VAT, which encourages investment and new project development. Once construction begins on the land or infrastructure appears, subsequent transactions involving that property may fall into a different tax category.
Transporting people within the UAE on vehicles specifically designed for that purpose is tax-exempt:
Understanding where VAT exemptions apply lets you issue accurate invoices without charging tax where it shouldn't be applied, and vice versa; keep correct records and reflect transactions correctly in your VAT return; and plan your budget more precisely while avoiding fines by minimizing the risk of mistakes and penalties from the Federal Tax Authority (FTA).
